hello i bought pub property from auction for residential use but sellers solicitors want to charge vat on it even though iam prepared to sign 1614d form for exemption but they will not accept it.IF i do not complete within 28 days i loose 10% deposit.What can i do to make them not charge vat

I have a hmo with six beds all students, Local council have sent me a letter saying I need to apply for change of use from a c3 to c4. Is this true and why? Ive already hold a hmo licence. regards phil
